The Center for Civic Innovation (CCI) and a coalition of partners sent each of the candidates for the Post 3 At-Large Special Election a questionnaire.
The coalition, led by CCI includes: Atlanta Civic Circle, Black Male Initiative Georgia, Canopy Atlanta, Capital B Atlanta, Georgia ACT, Georgia Latino Alliance for Human Rights, Georgia Working Families Power, Helping Empower Youth, HouseATL, Housing Justice League, MARTA Army, New Disabled South, Propel ATL, and the Southern Center for Human Rights.
Below are Duvwon’s responses.

The Most Important role to me as a Councilman is to Legislate laws to help Citizens and small Business in Atlanta. And to serve on Committees to help hold those Accountable in charge. At Large allows you to step in but not overstep the District Councilperson to assist with issues and or solutions in your District. I would want to be their accountability partner to the Citizens.

I Owned and Operated a Franchise Restaurant for 3 years. We had over 30 Employees, so I learned very quickly how to run a business and how to manage people.

Community Engagement is an area where I think is my area of expertise. Because I have built a career of working with different groups of people and bringing them in safe spaces to resolve issues. One of the areas where I feel i lack expertise would be Labor Relations. I would work with Labor Union to better understand what lines not to cross and how do we work together to help the employees.

My Traditional source would be Library, Books, Internet and my non-traditional source would be our older citizens I Know, they are the heartbeat of our city. So many people I know that give me Atlanta history is often times better than any book could describe.

This is the importance of network building and being able to talk with both sides whether Republican or Democrat, White or Black etc. We need someone who is willing to walk over there and get out of City Hall, I mean it is only a 1-minute walk and many never go over there to attempt to establish working relationships. So, I am over there not being elected trying to work with different law makers to get things done, If elected the work doesn't stop once I am elected.

COMMUNICATION!!!! There is no formal communication and public engagement, and it often comes across as the city is hiding something or does not care about involving the community. People need clear instructions on how, when, what, who, where and we do a very bad job of making it plain. I agree with 1 Candidate who suggest that certain Council meetings need to be in the evening after work hours because it is very difficult for some to make it to a 1 pm full council meeting etc. I have been speaking on that for years and public comment needs to be taking more seriously. I would propose Legislation to have certain days moved to a more suitable time for tax paying voting citizens to attend and voice their concerns and or issues.

Transparency has been a joke, and everyone seems to use this word as their campaign slogan and yet none of them are transparent. One particular issue I have is Office of Contract Compliance have yet to show the percentage of Minority owned businesses are getting contracts and what amount. Human Resource hiring and firing practices and how many employee family members are working for the city of Atlanta. The issues at The Airport with overspending and Invest Atlanta spending and how they are not accessible.

We need to do a reimagine with all of the NPU. Maynard created this system 50 years ago and things have gotten out of hand and the NPU overall need to be looked at very closely. And of course I would have to say 1. would be my main prioritization.

For me Injustice anywhere is an Injustice everywhere. So, if we are going to make laws and put in specific legislation it also needs to be laws in place for blacks in Atlanta as well. I think Transgender crime should be a Hate crime same as police killing citizens should be a hate crime. All of it has to be addressed not just 1 group.

Real Gun Buy Back!!! Our Mayor, District Attorney, Judges, all need to be harder on crime and put politics out the door, because people are dying out here daily and crime is high on the streets, and we have to be honest about our streets not being safe and business are afraid to stay open late due to the threat of violence.

Yes. I believe in democracy and power to the people always. Let the people voice be heard and the voters should decide.

I think the systems are in place with these two engines, we have to join forces and support and be more intentional and consistent. We are not concern about our youth in this city! There are some strong leaders at park and rec that really care but they are not supported in ways they should be.

Unfortunately, our water infrastructure is old and outdated, however we can't tear down all the pipes and fix them because all of Atlanta would be shutdown. We have to fix them as they are needed and the is the sad truth. I think Our New Commissioner of Watershed, workers and Mayor did an extraordinary job to react and resolve the issues swiftly.

Now you are talking my language, I am an avid bicycle rider, so this is near and dear to my heart. I will welcome all groups to the table to come up with legislation ideas on how to protect all these groups from harm and work to find the financial means to fund these projects.
-
you mention earlier that transparency has to be number one with elected officials and this has been the number one issue. Currently these projects have run out of funding and there is no truth being spoken when it comes to the issues of these projects. My style of leadership is holding people accountable, asking the right questions, and being consistent.

First I hope this is asked at the debate while we have a former Principal and current board member of Atlanta Public School running for this seat. APS and Atlanta Housing Authority are the biggest landowners in the city so we have enough empty buildings that we can partner and turn into long term housing and other options for housing need.
-
I don't think we should be incentivizing developers to build on land the city own. Give them a long-term lease and find developers that share your same vision for true affordability. We understand material cost is very high, however that does not mean we give unreasonable incentives that developers have no intentions on doing right.
-
We should all work together to make sure tenants are protected and landlords because often times bad habits allow tenants to take advantage of the system. However, I am willing to work with all bodies and draw legislation from the city to help in the process

Many Council members have never been in the zoning department, so my goal is to work with zoning and planning. Relationship building is key and often times these decisions are made with no attention from council members due to no interest.

These were some very inclusive questions, and I appreciate this opportunity to answer these questions and I love what you guys stand for. Thank you for caring enough to involve us in this process.
